In March of 2010, at the Legislative Conference for the National Association of Counties, Nancy Pelosi, who was Speaker of the House at the time, made yet another partisan pitch for the Affordable Health Care Act. The bill comprised well over 2,000 pages. Few debates had ever captured as much of the nation’s attention for so long. On the line was how to spend up to a trillion per year of the tax-payers’ money. Perhaps it was because she was frustrated, or perhaps it was because she couldn’t make a convincing enough argument, or perhaps it was because she received $316,300 that year from health professionals, and could count on a total of $1,440,867 from 2008 to 2018 to add to her net worth of over $100,000,000. She said these infamous words that quickly went viral: “But we have to pass the [health care] bill so that you can find out what’s in it....” Speaker Pelosi had confirmed how our government works behind the scenes at its highest levels in 16 words of a huge mistake. Special interest groups make a lengthy, over-complicated bill that is intentionally drafted that way, so that it’s nearly impossible to read, much less interpret. They donate money to the Speaker and others, and Congress works to get it rubber-stamped so it becomes law. Democrat Congress members and a few wavering Republicans didn’t need to bother to read or understand the bill, dare less question it, they just needed to vote for it. The results were easily predicted, the special interest groups will get richer at the public’s expense, and the bill won’t do what they told the public it will do. Sure enough, once a form of the bill passed, taxpayers did not get to keep their original doctors as President Obama, himself, had promised, premiums doubled for many, choices were reduced for insurance plans, and deductibles were raised. The top three health care insurers, tapping into the $500,000,000 in government subsidies, soon had record profits to boast about to Wall Street. People began going into debt to pay for healthcare insurance yet another boon for the big banks. Pelosi and Congress had shown us our how government really works as a highly corrupted and manipulative machine whose arrogance and selfishness far outweighed their will to serve the people. >STOP MEDICARE FRAUD? The Washington Examiner ran an article on February 2, 2011 about how the CEO of IBM “offered the Obama administration a free software program that would have cut Medicare and Medicaid fraud by almost a trillion dollars, but he was turned down – twice.” To prove that it works, IBM offered to do it for free. “They turned us down," chairman and CEO Samuel Palmisano said during a Sept. 14, 2010 taping of the Wall Street Journal’s Viewpoints program. Although FOX News confirmed that a second meeting resulted in a second rejection, the proffered " fix" would have eliminated 90 percent of the nation’s health care deficit – and cost taxpayers nothing if it didn’t perform as guaranteed. In 2011, according to the Manhattan Institute’s Steven Malanga, abuses of Medicaid (alone) eat up at least 10 percent of the program’s total cost nationwide -- a waste of $30 billion a year. Unscrupulous doctors billing for over 24 hours per day of procedures, phony companies invoicing for phantom services, pharmacists filling prescriptions for dead patients, home health-care companies demanding payment for treating clients actually in the hospital -- on and on the rip-offs go." Why would the Obama administration refuse? They alluded to data privacy issues but IBM had a high security clearance already. When Obamacare started the Obama administration farmed out the sign up website that included personal medical information to a foreign country, Canada. There was a breach in the system there and the personal data was compromised for millions of Americans. The Canadian company would eventually fail, and the “fix” cost the taxpayers even more money. IBM could have applied a metadata system to mask identity for patients. The Obama administration allegedly refused from pressure from powerful and generous health care lobbies. Soros has been accused of hijacking Black Lives Matter and funding activist groups Media Matters for America, MoveOn.org, and the Tides Foundation to promote a socialist, collectivist and anti-white capitalism agenda. One of his goals is to widen racial divides and to create social anarchy through buying and exploiting district attorneys and their alternative justice programs. Soros pays protesters and some commit assault but are not charged or their charges are dropped through alternative justice through district attorneys he funded for their campaigns. Soros goal is to bribe his way into the justice system in selected municipalities where he can create riots in the streets and work to take down America from the inside out in favor of globalism. Globalist syndicates put elites like the EU leaders and the Democratic Deep State in charge. Soros has been putting big money into district attorneys since he hijacked Black Lives Matter, including those in Alameda County, San Diego, and Oregon. To show the extent of the alternative justice or anarchist movement, in Berkeley, California, in August of 2018, which is in Alameda County, police tweeted names, photos taken during bookings, and charges for 15 protesters in two events. Charges included carrying weapons that had been banned, battery on a police officer, resisting arrest, and disturbing the peace. Four, only four out of 15 were ever charged and all of their cases were dismissed in court. LEGAL BACKGROUND A form of a sentence, diversion allows a defendant to participate in a rehabilitation program designed to curtail the behavior that led to the arrest. A formal conviction and criminal record are avoided if the defendant complies. The diversion programs are often run by a court, a district attorney's office, a police department, or an outside agency. Substantial fees might be charged by the prosecution, sometimes up to $5,000 per charge. Because of the justice system backlogs, and emphasis on trials of violent offenders, diversion programs or alternative justice offer relief for non-violent offenders. Prosecution may be avoided by completing program requirements such as community service, education, restitution, or not exacerbating or expanding their crime. Successful completion of program requirements, usually over a period months, often will lead to dropping or reduction of the charges. The availability of diversion programs depends upon the jurisdiction, the nature of the crime, and in many cases the exercise of prosecutorial discretion. A New York Times investigation in 2016 revealed prosecutors charged money for diversion and sometimes only people that had the money for fees could get diversion. Some jurisdictions quickly turned diversion into a source of revenue even though it had been touted as a money saver. Prosecutors exert almost total control over diversion, deciding who deserves what and at what price. In Jussie’s case, which should not have been tried by anyone in Kim Foxx’s office in the first place, assistant prosecutors got Jussie's charges dismissed from an improper and highly unusual application of alternative justice or diversion, that was allegedly pre-arranged with Jussie's attorneys. An article in Halsey News states that Kamala Harris and Kim Foxx took the stage as featured speakers on May 9, 2018, at Michael Skolnik’s Soze Agency’s Vote for Justice: An Evening of Empowerment with Artists and Activists. Vote for Justice works for reform of the justice system responsible for the generational and human costs of mass incarceration. They support the ACLU Campaign for Smart Justice which identifies candidates for office positions regarding criminal justice reform and ending mass incarceration. Another key speaker was Open Society Foundations President Patrick Gaspard. The Soze Agency worked with The Women’s March, Planned Parenthood, Truth to Power, and Google among others and leveraged social media into marches for Trayvon Martin, Mike Brown, and Eric Garner. Michael Skolnik co-founded hip hop label Def Jam Recordings and Globalgrind.com as well as Soze. He does not hide his association with George Soros’ organizations. Soros invested heavily in both Hillary Clinton’s and Barack Obama’s campaigns. He teamed up his MoveOn.org army with Kamala Harris to try to stop Bret Kavanaugh’s confirmation. He gave at least $375,000 to Kim Foxx’s campaign and Kamala Harris mentored Foxx both during the campaign and after she won the position of State Attorney.The article ends with the question that if prosecutors are backed by big and target money that connects them to special interest groups, can alternative justice really be blind?Opinion: No, obviously not as we saw in Jussie’s case and others in Chicago. Thank you for joining the WHITE HAT REVOLUTION! Imagine a government where all data and transactions are digitized and continuously monitored by AI through big data analysis and deep learning. Elected officials, if they wanted to hold office at all, would sign legal and binding agreements to allow every campaign dollar they received to be run through a digital government clearinghouse first. This clearinghouse would weave together the equivalent of millions of tireless, transparent--and 100% honest--digitized experts in accounting, anti-corruption, and law. Much like the Alphabet search engine, it would get smarter, and more experienced, every day. It would establish and maintain lists of illegal and suspicious donors and would hold any questionable funds until any impropriety was established or, if not, were cleared. The same type of monitoring would apply to expenditures as well. The money flow in and out of all campaign funds would be exposed to not only the internal digital watchdog but also to the public. A priority system of red flags seems appropriate, with perhaps the biggest amounts in questionable transactions heading the list. Thus an elected official on vacation starting to spend campaign funds would put up a red flag alert that might require a digitized signature on a statement from the official explaining the situation. Otherwise, funds could be frozen or reduced to minimal amounts. The official’s itinerary would have to be clearly stated and the purpose of each stop designated as official state business or not. With the exception of transactions whose exposure might threaten national security, the same form of public and open book monitoring could be applied to every government department whose data would be considered unclassified. For classified spending the system could still have efficient “internal affairs” monitoring with rigorous checks and balances to ensure honesty. The acts of classification themselves would be monitored to prevent unscrupulous deception--that janitor, who happens to be a prominent senator’s nephew and receiving $200,000 a year in salary, doesn’t deserve a “top-secret” clearance to access the data. Imagine the impact on our current “pay-to-play” system, which is still legal, but at least we would see immediately that Nancy Pelosi received over $1.5 million in campaign contributions from healthcare lobbyists, and not long after the Affordable Healthcare Act passed. Any foundation or any organization which received government funding would also be held to the same standard of scrutiny for funding would be no more. The digital government would have knowledge about which foundation had ties to candidates, if any. Government contractors, hundreds of thousands of them, would have to submit to the new digital accounting overlords or look elsewhere for income. Immigration departments and agencies, and the private organizations they contract with for relocation would be subject to the same. Then we could see which immigrant group is going where and how much it is costing us. In other words, we could track every dollar received and spent, reveal waste and corruption, the spending of funds that most Americans do not agree with, and turn our government into a mean and lean digital machine. Such as system might cost hundreds of billions, or even a trillion or two to implement but it would eventually pay for itself many times over and literraly change the entire world for the better. Developing AI law to its full capacity would be a priority. The cost of computing power continues to come down as our expertise and experience go up. In fact, such a system of digital overlords would not only save us trillions in the long run, but it would put an abrupt end to the dominance of DC by the Deep State-- the main goal and theme of this book. May 17, 2019 WGN9 of Chicago runs a story stating that Judge Michael Toomin rejected former appellate judge Sheila O’Briens request for a special prosecutor to investigate exactly how and why charges were dropped so surprisingly in People v. Jussie Smollett. Toomin is saying it would not be a conflict for Cook County judge to oversee Jussie’s case. The judge scheduled a May 31, 2019, hearing on the special prosecutor request and O’Brien retaliated by saying she might request that the Illinois Supreme Court take a look at the case. In parallel, Patrick Blanchard, Cook County Inspector General, is investigating if Smollett’s case was handled properly. Opinion: Toomin did stand up to the corrupt Daley family to proceed with an indictment in a famous shooting case in 2012 in which the police department was accused of covering up a homicide. I was watching a crucial NBA playoff game that was tied and there was a timeout called with six seconds left. When play resumed, a foul was called one player as time ran out. Film analysis over the next couple of days showed that six fouls had been committed in that short time, three by each team, and a couple were subtle, but still a foul. It was impossible for three referees watching ten players spread out over 5,000 square feet of playing space to catch the first foul committed and blow a whistle. Another problem is the potential for referee bias so that even if a foul is seen it may not be called. Basketball referees served time for throwing games. My point is that we Humans not only have limited abilities for perception but we can be biased or corrupted as well. A fourth AI basketball referee would have detected the first foul, blown a whistle, and the game would proceed, knowing that the outcome was fair, and the best team won. After 9/11, I wrote that the only way to stop terror attacks on large scales would be to have a form of Big Brother surveillance network. The government took advantage of 9/11 to start one under the Patriot Act- the NSA. We can argue all day about privacy versus safety, but the government has already usurped our privacy because, like with the Spygate and undeserved FISA warrants, they can skirt the law knowing that they will likely get away with it. There are ways, like using metadata, to protect privacy with digital tech and not unmask identity for the innocent and law-abiding citizen, but to expose and catch a criminal. We have already given up our right to privacy in many public and private arenas. If we want society to catch the person who is going to rob the convenience store at gunpoint in an hour, we have to give up our identity when we buy a pack of gum. We have laws to help us be protected from the store employee or store owner releasing our identity to the public just for the heck of it. To be safe, we will have to give up our street identity to the government, if we want Robocops to come and save us from crime and anarchy. Digital government calls for the codification of all law into digital forms amenable to proper interpretation through deep learning and inference. When you combine evolving surveillance techniques with a digital “police force” backed up by a fully digitized library of laws, then crimes could be spotted and evaluated as they start to occur, and a request for human assistance executed. At some point, like in Minority Report, the “Benevolent Big Brother” system could predict where a crime was likely to occur and take action to prevent it. A starting point could be simply letting all possible perpetrators know they are being monitored. The same strategy might stop a crime in progress as well as provide evidence. Banning facial coverings would help. I was in a situation once where I was likely to be beaten up by two angry young men because of the color of my skin. As they circled me and started to move in, I pointed up to a nearby security camera and said: “This is being filmed, you know!” They looked up at the camera, stopped, and walked away, giving me a few more dirty looks. I did not know if the camera pointed in our direction, but I did not bother to find out. I got into my car and left. >El Paso Walmart shootings and Red Flag legislation Sometimes tragedy catalyzes a societal solution. A lone gunman killed 20 people started shooting in the parking lot of a Walmart before entering the store to continue. This mass shooting would be followed by another one within 13 hours in Dayton, Ohio. Some form of Red Flag law was proposed by Congress in which shooters likely to commit such crimes would be identified beforehand and prevented from possessing or buying firearms. A Digitized Judicial and Law Enforcement Department as part of local, state, and Federal Government would help prevent crime, identify crime in process, and prosecute crimes that had already been committed. Only with advanced surveillance technology can we effectively combat crime. An armed shooter exiting a car in a public space would trigger an immediate surveillance amplification and call to action for law enforcement. For example, as law enforcement and local establishments are contacted, a swarm of camera drones circling the shooter would not only provide evidence but might help to stop the assailant--just like when I pointed out to my assailants that we were being filmed. A swarm of video drones would warn others of danger. With Digitized Law in the Cloud, a possible crime could be identified immediately and classified and prioritized for a response that would be coordinated with available resources. AI JUSTICE The Verge ran an article in March of 2019,on how artificial intelligence can help us make judges less biased. AI can predict which judges are likely to be biased and give them the opportunity to reconsider to reduce or even drop their bias. Researcher Daniel Chen, a lawyer and a Ph.D. in economics, proposes AI to correct biased decisions of human judges. Collecting court and judge decision data for years revealed judge behavioral bias in many cases. AI combined with large data sets could predict a judge’s biased decisions, alert them and others for oversight, and push them towards a more fair sentence. A common error is a judge making an inappropriate decision on sentencing arises from what is known as the gambler’s fallacy. If a judge denies asylum too many times in a row, he or she might worry that they have become too lenient and, to auto-correct, deny asylum for the next case regardless of its merits and facts. The rulings on the previous cases wrongly affect the ruling on the current case as an extraneous influence. Circuit courts show presidential election cycle bias. In an election period, there is more disagreement and judge along partisan lines. Applying machine learning to determine early predictability on asylum cases revealed that the judge’s ruling could be ascertained even before the case opened based on the nationality of the asylum seeker and the judge’s identity. Facts of the case were irrelevant. Chen says the judges may be favoring snap judgments and heuristics over facts. Opinion: judgment, before facts are even presented that is tied to nationality, sounds like country or racial bias. Chen suggests that the judges be notified when this bias might occur and ask them to spend more time deciding and to reduce bias. Opinion: if the judge is biased or racist, I really don’t see how just telling them to take more time would help unless there was a threat to put them under review. “I hate people from Japan because I am Korean” is not going to change with a few hours thinking about it. Opinion: it is obvious that proper justice and sentencing is not being served in many cases based on bias, a basic human flaw that stems from our many brain-bugs and the fact that emotion often trumps reason. Applications and research regarding decision-making algorithms are on the rise. Opinion: a hybrid system will evolve between AI and machine learning and their human counterparts in regards to the judicial system to make vast improvements both in proper justice and the capability to handle many more cases more efficiently. A properly designed Digital Judicial System would revolutionize the entire court system. Just like IBM’s Watson can analyze thousands of new cancer research scientific papers each day, assimilate the information, and apply it to specific cancer cases to make a diagnosis, prognosis, and treatment plan for a patient, legal AI can do the same for court cases. Legal AI can study hundreds of thousands of court cases, if not millions, and take on thousands more daily and it won’t forget one word as it applies the law. Data standards would facilitate entry into machine learning programs and case analysis. The Jussie Smollett case in Chicago was administered using “alternative justice” that was implemented because of the huge backlog of cases. A public uproar ensued after three weeks of detective and police work, and a grand jury to produce 16 felony counts of disorderly conduct, were all for nothing because the prosecutor cut a deal with Smollett’s lawyers to drop all charges for $10,000 forfeited bail and 16 hours community service and then sealed the case. Alternative justice puts all of the power in the hands of prosecutors who are paid additional fees if the can persuade the defendant to accept it. Charges can be reduced or dropped all together subject to the prosecutor’s personal whims or political agenda and thus bypassing juries. This is not justice. It is a sham. A digital justice system run by machine learning and inference could also bypass juries but administer justice with far less human error and bias. It could reduce the presence of corrupt prosecutors in the system, and all prosecutors, judges and juries in general saving billions if not trillions of dollars annually. On March 19, 2019, Wired.com ran a story on Estonia, a world leader in digital government, and their ambitious “robot judge” project. The AI judge would adjudicate small claims disputes less than $8,000 to clear the current backlog of cases for clerks and judges. Recently launched, the AI project will start with a pilot program centered on contract disputes. The parties will upload documents and anything else relevant and the AI judge will issue a decision that could be appealed to a human judge. The system will undergo adjustment based on feedback from lawyers and judges. Other countries have used AI for sentencing but not so much for judicial decisions. A coordinated AI effort across the federal government in the USA has gone slowly because federal databases in each agency are different and are not easily shared. Opinion: So make the databases shareable and in a format conducive to AI usage. Another reason for resistance or roadblocks in the USA for Digital Justice and Administration is that there is no national ID system and Americans fear “Big Government” and their may be Constitution-based challenges to fully automated decision making by a government agency. May 5, 2019 Mail Online runs a paparazzi photo shoot of Jussie having lunch and exiting from outdoor tables in Studio City, CA, as if he wanted to be photographed. They say it’s the first time he’s been in public since Fox Empire said his character is not scheduled for next season. The article reviews Jussie’s court case and his option to come back to Empire if they want him. Jussie stuffs his mouth with pizza, wears white headphones and seems to take a couple of calls, ignores his “companion,” and seems to pose for photos as he exits. May 6, 2019 TMZ runs an article saying Jussie’s costars lobby network executives to bring him back to Empire full-time next season. The cast feels that Jussie deserves a fair shake and his court case did not lower ratings. When they asked Jussie how he was feeling when they took him out somewhere, he said “Pride.” Opinion: no matter how the cast feels the reality is that ratings plummeted to all time lows with Jussie’s scandal. I don’t know if “Pride” alludes to his character’s wedding on the show to another black man, or the fact that he got off easily when he could have gone to jail. The Washington Times and many others post an AP article saying Kim Foxx filed a motion today against Sheila O’Brien, a former appellate court judge, regarding O’Brien’s demand for a special prosecutor for Jussie’s case. In a separate motion, Foxx is trying to block subpoenas for herself and Joseph Magats to appear in a hearing on Thursday, May 2, 2019. The motion states that Foxx had no conflict of interest and there is already an ongoing investigation by the Inspector General so there is no need for a special prosecutor. Foxx also filed a motion to unseal the records for the inspector general and her own office. Back on April 12, 2019, Foxx made statements that Patrick Blanchard, the State’s Inspector General, was invited to look in the handling of Jussie Smollett.
